Description
MIKALAJ SLIUŃKOŬ (1929–2022) – Belarusian state and party official of the Soviet era. He was born in the Rahačoŭ district of the Homiel region. He graduated from the Minsk Automechanical Technical School. At the Minsk Tractor Works (MTZ), he rose through the ranks from assistant foreman to general director. He served as the First Secretary of the Minsk City Party Committee and was then transferred to Moscow, where he worked as Deputy Chairman of the USSR State Planning Committee (Gosplan). From 1983 to 1987, he was the head of the BSSR. He radically changed the Belarusian personnel elite and hushed up the consequences of the Chernobyl catastrophe. From 1987 to 1990, he served as Secretary of the Central Committee of the CPSU and a member of the Party’s Politburo, where he participated in attempts to reform the Soviet economy.
In the 1990s, the core of the Belarusian elite consisted of representatives from Mikałaj Sliuńkoŭ’s team. As long as the movement toward independence took place in the economic sphere, they supported the transformations (including cultural initiatives that did not undermine the foundations of the contemporary society). For them, independence was perceived not at the level of a state, but at the level of a union republic. Therefore, as soon as the transformations crossed a certain boundary in the first half of the nineties, the Belarusian elite blocked most of the real market reforms. Integration with Russia, which remained a trend throughout the decade, was a reflection of their worldview. Thus, the processes of strengthening independence occurred more in spite of, than thanks to, their position.
